Directs the State Department of Health to issue a Certificate of Need to an acute care hospital in Harrison County (with fewer than 150 licensed acute care beds) for the addition of up to 9 adult psychiatric beds designated exclusively for patients with Post Traumatic Stress Disorder.

Requires the hospital to provide written agreement that the psychiatric beds will be used only for patients with a primary psychiatric diagnosis of PTSD, binding on any subsequent owner.

Waives compliance requirements under Section 41-7-193(1) regarding substantial need projections in the State Health Plan and waives all other review criteria and standards.

Waives the certificate of need hearing process under Section 41-7-197, eliminating the ability for opponents to request a hearing on the application.

Effective July 1, 2013.
