Governor appoints the Executive Director of the State Department of Mental Health with Senate confirmation, replacing previous board appointment authority.

Executive Director must be a licensed physician with special interest and competence in psychiatry, and possess a minimum of 3 years' experience in clinical and administrative psychiatry.

Executive Director appoints a Medical Director who serves at the Director's pleasure and provides clinical oversight, leadership in integrating mental health services, and annual performance reviews.

Removes previous board authority to appoint the Executive Director and Medical Director, transferring those powers to the Governor and Executive Director respectively.

Effective date: July 1, 2013.
