House Bill 254 - Mississippi Lawful Internet Gaming Act of 2013

• Establishes the "Mississippi Lawful Internet Gaming Act of 2013" to authorize and regulate lawful internet wagering by existing gaming licensees through Mississippi Gaming Commission permits.

• Requires gaming licensees to obtain Internet wagering permits and comply with age verification (21+), location verification (in-state only), data security standards, and internal control procedures approved by the commission.

• Imposes a 5% license fee on Internet wagering gross revenues per calendar month, with 75% deposited to the Mississippi Gaming Commission Fund and 25% to the State General Fund.

• Grants the commission power to conduct in rem actions against unlawful Internet gambling domain names and authorizes Internet service providers immunity from liability when blocking unlawful gambling sites based on commission notice.

• Establishes criminal penalties for unlawful Internet gambling ranging from 90 days county jail and $10,000 fine for individual participation to 10 years state penitentiary and $100,000 fine ($250,000 for entities) for operating unlicensed gambling operations.
