Allows design-build contracts for projects exceeding $10,000,000, limited to one project per fiscal year (revised from previous $50,000,000 threshold).

Requires the commission to establish selection criteria for design-build contractors, maintain detailed records, and file annual legislative reports comparing design-build outcomes to low-bid contracting methods.

Mandates State Auditor oversight of all design-build contracts with annual reporting to the Legislature on compliance with subsection provisions.
