Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund to include emergency management agency personnel who perform emergency management functions for health and safety in Mississippi.

Increases death benefit payments from $65,000 to $100,000 for law enforcement officers and firefighters killed or fatally injured in the line of duty, with the same $100,000 amount applying to emergency management agency personnel.

Expands the Law Enforcement Officers and Fire Fighters Disability Benefits Trust Fund to cover emergency management agency personnel receiving monthly disability payments equal to 34% of regular base salary for line-of-duty injuries, limited to 12 total payments per injury.

Establishes an initial appropriation of $200,000 to the Death Benefits Trust Fund with funds to be invested according to Public Employees' Retirement System guidelines.

Takes effect July 1, 2013.
