Expands the Law Enforcement Officers and Fire Fighters Death Benefits Trust Fund to include emergency management agency personnel and increases death benefit payments from $65,000 to $100,000 for all covered individuals.

Expands the Law Enforcement Officers and Fire Fighters Disability Benefits Trust Fund to include emergency management agency personnel and constables as covered individuals.

Adds definitions for "emergency management agency personnel" as persons employed by state or federally authorized emergency management agencies performing emergency management functions for health and safety.

Allows the Department of Public Safety to request transfers from the Uninsured Motorist Identification Fund to the Death Benefits Trust Fund if insufficient funds exist, subject to State Fiscal Officer approval.

Effective July 1, 2014, except provisions allowing fund transfers take effect immediately upon passage.
