Amends Section 97-3-19 to add murder of two or more human beings by the same person as a form of capital murder, regardless of whether deaths occur in a common plan or within any particular timeframe.

Modifies Section 97-3-21 to mandate that persons convicted of capital murder under the new two-or-more-victims provision shall be sentenced to death (eliminates the alternative sentencing options of life without parole or life with parole eligibility for this specific offense).

Maintains existing capital murder sentencing options for other capital murder convictions, which allow courts to impose death, life without parole, or life with parole eligibility.

Effective date is July 1, 2013.
