Authorizes distinctive motor vehicle license tags for 39 different organizations and causes, including schools, nonprofits, industry groups, and military-related organizations, with a $30.00 annual fee per tag.

Distributes fees from each distinctive tag as follows: $24.00 to the designated organization/entity, $1.00 to Mississippi Burn Care Fund, $2.00 to State Highway Fund, and $1.00 to special fund under Section 27-19-44.2; tax collectors retain $2.00 per application.

Amends existing sections to modify fee distributions for firefighter tags (to Mississippi Fire Fighters Association), Tupelo Elvis Presley Fan Club tags (through CREATE Foundation), and Pascagoula High School tags (to athletic foundation).

Clarifies that Mississippi Seafood Fund can be used for cobia stock enhancement programs and allows Louisiana State University license tag fees to support the Bayou Bengal Booster Club.

Provides tax exemption for one motor vehicle owned by disabled American veterans regardless of distinctive license tag type, and allows military veterans with antique automobile/truck plates to display military organization emblems or decals on those plates.
