Amends Section 61-9-3 of Mississippi Code to change venue for trials of offenses committed on airport authority property from the county where the principal office of the municipality is located to the county where the airport or air navigational facility is actually located.

Applies only to municipalities with a population of 100,000 or more.

Maintains that all municipal laws, ordinances, and local options applicable to the municipality shall apply to the airport or air navigational facility regardless of geographic location in a different county or judicial district.

Preserves the county's ability to levy and collect state, county, and school district ad valorem taxes on taxable properties at the airport facility.

Takes effect July 1, 2013.
