Amends Section 97-1-7, Mississippi Code of 1972 to revise penalties for attempting to commit criminal offenses by allowing imprisonment and fine up to the maximum prescribed for the actual offense committed.

Creates a new offense of attempted murder with mandatory sentencing of life imprisonment if the jury fixes the penalty at life, or a minimum of 20 years imprisonment if the jury cannot agree on life imprisonment.

Applies attempted murder statute to acts that would constitute murder under Section 97-3-19 if accomplished, even if the attempt fails or is prevented.

Effective July 1, 2013.
