Requires the Department of Finance and Administration's Bureau of Building, Grounds and Real Property Management to establish and issue an advisory list of energy conservation best-practices to state agencies and facilities under its authority.

List must include specific efficiency measures such as installing motion sensors, replacing incandescent bulbs with compact fluorescent bulbs, powering off equipment during non-business hours, and enabling power save features on office equipment.

Includes requirements for HVAC maintenance, programmable thermostats, employee education on energy conservation, and designation of a responsible party to oversee energy efficiency practices at each facility.

Authorizes the Bureau to take necessary actions to implement the provisions and establish additional energy efficiency requirements for state agencies and facilities as deemed appropriate.

Effective date: July 1, 2013.
