Allows students who transfer from out-of-state colleges or universities to Mississippi institutions to become eligible for the Mississippi Eminent Scholars Grant beginning with the 2013-2014 academic year.

Transfer students must meet all original grant requirements except the requirement to enroll in Mississippi as their first college enrollment, and must meet all continuing eligibility requirements.

Award amount remains up to $2,500 annually for tuition and fees, payable to the student and educational institution.

Recipients must maintain a 3.5 cumulative grade point average on a 4.0 scale and full-time enrollment of at least 12 hours per term to continue receiving the grant.

Takes effect July 1, 2013.
