Adds an exception to Section 63-5-19 allowing vehicles carrying projecting loads to operate outside daylight hours in certain circumstances, with reference to Section 63-7-47 requirements.

Revises Section 63-7-47 to require amber strobe or LED lights on timber product loads extending more than four feet beyond the vehicle bed or trailer during twilight hours: from one hour before sunrise to one-half hour after sunrise, and from one-half hour before sunset to one hour after sunset.

Maintains existing red flag requirements for daytime operation when loads project four feet or more beyond the rear of vehicles.

Effective date: July 1, 2013.
