Authorizes the Mississippi Insurance Commissioner to conduct financial and market analysis reviews of all insurers authorized to do business in the state, in addition to required examinations.

Allows the Commissioner to rely on financial or market analysis conducted by another state's insurance department if that department is accredited under the National Association of Insurance Commissioners' Financial Regulation Standards and Accreditation Program.

Requires insurers and regulated entities to provide requested accounts, records, documents and files to the Commissioner, with penalties of license revocation, suspension, or fines up to $10,000 per occurrence for failure to comply.

Establishes that examination working papers, documents, and materials are confidential and privileged, not subject to public records requests, subpoenas, discovery, or admissibility in private civil actions.

Permits the Commissioner to share confidential examination documents with other state, federal, and international regulatory agencies and law enforcement authorities provided they agree to maintain confidentiality.
