Appropriates $7,000,000 from the State General Fund to the Mississippi State Department of Health for HIV/AIDS education, prevention, and treatment programs for fiscal year 2014 (July 1, 2013 - June 30, 2014).

Allocates $3,000,000 for statewide outreach services and HIV/AIDS prevention education.

Allocates $1,000,000 each for the AIDS Drug Assistance Program (ADAP) and Housing Opportunities for Persons with AIDS (HOPWA) state funding.

Allocates $2,000,000 combined to community-based organizations in Public Health Districts III, V, and IX for technical assistance, HIV/AIDS education expansion, and regional delivery services to persons with HIV, with District III receiving $1,000,000 and Districts V and IX each receiving $500,000.

Requires funds provided to community-based organizations be granted by the State Department of Health and overseen by a committee of providers and consumers representing the three specified public health districts.
