Authorizes conversion of school and government vehicles to operate on alternative fuels including natural gas, ethanol, biodiesel, electricity, hydrogen, and other fuel sources.

Requires converted vehicles to use alternative fuel whenever a fill or charge station is within 5 miles of the vehicle's home base and the alternative fuel price is comparable to displaced fuel prices.

Encourages school districts to consider purchasing only motor vehicles capable of operating on alternative fuel beginning July 1, 2013.

Prohibits sale or transfer of converted vehicles to non-government entities unless conversion equipment is removed and reinstalled on another government or school vehicle.

Directs the Bureau of Fleet Management to prepare fiscal analysis of cost-effectiveness of alternative fuel use in state vehicles and requires 75% of state-owned vehicles to achieve 40+ miles per gallon fuel economy by July 1, 2014.
