Prohibits the Mississippi Division of Medicaid from paying out-of-state providers located in adjoining states if those states do not allow Mississippi providers to fully participate in their Medicaid programs

Applies specifically to providers in states that share a common border with Mississippi (Louisiana, Arkansas, Tennessee, and Alabama)

Intended to ensure reciprocity and equity between Mississippi's Medicaid program and neighboring states' programs

Aims to protect freedom of choice for Medicaid recipients while ensuring Mississippi providers have equal access to participate in neighboring states' Medicaid systems
