Creates Section 37-29-75 establishing uniform requirements for community college boards of trustees to sell or dispose of personal property that is no longer needed for public purposes or when sale benefits the college.

Requires public sale with at least 10 days advance notice by posting at three public places (including the college's main office) and allows boards to designate bid methods including sealed envelopes, electronic bids, or other open competition methods.

Permits private sales without public bidding only when personal property value does not exceed $1,000 and requires unanimous board approval; proceeds must be deposited in approved depository to proper fund.

Allows boards to dispose of property with zero fair market value (as entered in board minutes) in any manner deemed appropriate, provided no board official or employee derives personal economic benefit.

Takes effect July 1, 2013.
