Increases the Mississippi Bicentennial Celebration Commission from 3 to 4 members appointed by the Governor, Lieutenant Governor, and Speaker of the House of Representatives, with each new member representing the state at large.

Adds the Director of the Mississippi Development Authority Division of Tourism as an ex officio member of the commission.

Designates the Executive Director of the Mississippi Department of Archives and History as chairman of the commission.

Requires the commission to designate and coordinate programs for the formal Bicentennial celebration and commemoration of Mississippi's establishment in 1817.

Establishes the Mississippi Bicentennial Celebration Fund in the State Treasury for expenditures authorized by majority vote of nonlegislative commission members.
