Prohibits drivers from manually sending or receiving written messages on wireless communication devices while operating motor vehicles within designated school zones during designated hours when signs are posted.

Exempts hands-free wireless devices from the texting prohibitions for highway work zones and school zones.

Establishes penalties of up to $500 for violations, or up to $1,000 if the violation occurs during a motor vehicle accident.

Exempts law enforcement, emergency vehicles, parked vehicles, emergency communications, and vehicle navigation systems from the texting restrictions.
