Authorizes municipalities and counties to sell or dispose of surplus personal and real property through public auctions conducted by state-approved auctioneers or auction companies hired by the governing authority.

Expands the definition of "personal property" to explicitly include equipment, vehicles, fixtures, furniture, firearms, and commodities.

Allows disposal of surplus real property (in addition to personal property) through public auctions, provided the auctioneer or auction company meets standards established by the State Department of Audit.

Applies uniform surplus property disposal requirements to county boards of supervisors and municipal governing authorities under amended Section 17-25-25.

Takes effect July 1, 2013.
