Amends Section 47-7-3 to prohibit parole eligibility for any person convicted of murder committed during domestic violence under Section 97-3-19.

Amends Section 97-3-19 to include "domestic violence" as a capital murder offense when a death results from the commission of domestic violence, with or without design to effect death.

Applies to persons charged, tried, and convicted of murder in the commission of domestic violence, making them ineligible for parole.

Takes effect July 1, 2013.
