Authorizes county boards of supervisors to grade, gravel, shell, repair, and maintain private roads or driveways used for school bus turnarounds.

Transfers authority to submit written requests for road maintenance from the school board to the county superintendent of education, and exempts the superintendent's request from being recorded in official board minutes.

Requires the superintendent's request to contain a current list of all active and contemplated school bus turnarounds for the school year, and board approval remains valid for no more than one year.

Maintains existing authority for boards of supervisors to maintain public school grounds and school access roads, driveways, and parking lots with written requests from the school board recorded in official minutes.

Takes effect July 1, 2013.
