Amends Mississippi Code Section 33-15-17 to authorize county administrators and emergency management directors to declare local emergencies, in addition to county boards of supervisors.

Requires the board of supervisors to review and may ratify any emergency declaration made by a county administrator or emergency management director at the next regular or special meeting of the board.

Maintains existing requirement that the board of supervisors review the need for continuing a local emergency at least every 30 days until the emergency is terminated.

Applies the same emergency declaration and review procedures to counties that previously applied only to municipalities.
