Authorizes the State Board of Mental Health to sell up to three facilities owned by the Department of Mental Health located on the East Mississippi State Hospital campus.

Requires sale of facilities for not less than fair market value, determined by averaging two appraisals selected by the Department of Finance and Administration.

Permits the board to lease the sold facilities back through lease-purchase agreements with periodic payments over a fixed term that returns the sale price plus reasonable interest, after which title reverts to the Department of Mental Health or State of Mississippi.

Directs all proceeds from the facility sales be deposited in the State Treasury to the credit of the Department of Mental Health specifically for constructing a new receiving unit on the East Mississippi State Hospital campus.

Provision becomes inoperative if general obligation bonds are issued for the receiving unit construction instead.
