Authorizes persons age 21 and older to make homemade beer for domestic or household use in counties or municipalities where possession of light wine or beer is lawful.

Limits homemade beer production to 100 gallons per calendar year per household and exempts such production from taxation.

Prohibits requiring permits for homemade beer production and prohibits offering homemade beer for sale.

Allows homemade beer to be transported from the production location for domestic use and to organized events, exhibitions, or competitions.

Exempts homemade beer makers from brewing/manufacturing license requirements and privilege license requirements under state alcohol beverage laws.
