Authorizes the Mississippi Transportation Commission to receive funds from the Southeastern Association of Transportation Officials and expend those funds for educational scholarships in transportation-related fields of study.

Amends relocation payment provisions for persons and entities displaced by government projects to align payment caps with applicable federal regulations rather than fixed dollar amounts.

Modifies the ownership duration requirement for homeowners displaced from dwellings from 180 days to 90 days immediately prior to acquisition negotiations in Section 43-39-9.

Updates payment provisions under Section 43-39-11 for displaced persons renting replacement dwellings to reference maximum federal regulatory amounts instead of the fixed cap of $5,250.

Takes effect upon passage.
