Maintains existing requirement for two signature lines on prescription forms: one for "substitution permissible" and one for "dispense as written"

Preserves pharmacist authority to provide one-time emergency dispensing of up to 72 hours of non-controlled substance medications when unable to contact the prescriber for refill authorization
