Requires occupational licensing boards to issue licenses to military-trained applicants if they have a military occupational specialty substantially equivalent to state requirements, at least 2 years of active practice in the occupation within the past 5 years, no disqualifying conduct, and pay applicable fees.

Requires occupational licensing boards to issue licenses to military spouses holding current licenses from other jurisdictions with substantially equivalent requirements, demonstrated competency, no disqualifying conduct, good standing status, and applicable fees.

Authorizes licensing boards to issue temporary practice permits to military-trained applicants and military spouses while they complete Mississippi licensure requirements if their home jurisdiction has substantially equivalent standards.

Provides that all relevant experience of military service members and military spouses, including volunteer work, counts toward required years of practice for licensure purposes.

Requires each occupational licensing board to implement these provisions within one year of the act's July 1, 2013 effective date and exempts the practice of law from these requirements.
