Specifies resolution board procedures for verifying voter eligibility, comparing signatures, handling challenged ballots, and marking rejected ballots with reasons.

Requires county executive committees or election commissioners to train resolution board members on their duties regarding absentee ballot review and acceptance/rejection procedures.

Provides resolution board members with compensation of $75 per election (with discretionary increase up to $50 additional) and authorizes secure system for voters to verify if their absentee ballot was counted and reasons if rejected.
