Amends Section 83-64-1 of Mississippi Code to delete the repealer on requirements for health discount plans, making the regulations permanent.

Requires health discount plans to clearly state in bold, prominent type that they are not insurance in all advertisements and documents.

Mandates that discounts be specifically authorized by contracts with each provider and that sellers provide consumers with an up-to-date list of participating providers and their discounts in the local area.

Gives consumers the right to cancel within 30 days of purchase and receive a full refund of all payments except a nominal processing fee within 30 days of cancellation request.

Effective date: July 1, 2013.
