Clarifies that school district employee salaries or wages in December must be paid by the last working day, rather than December 15 or the next business day.

Requires Adequate Education Program Fund payments to school districts to be made two business days before the last working day of each month, except December when payment is made on December 15 or the next business day.

Authorizes the State Board of Education to promulgate rules and regulations concerning the type, frequency, and submission of financial reports required from school district superintendents to local school boards.

Mandates that beginning with the 2013-2014 school year, local school boards shall require (not merely authorize) schools to issue procurement cards for classroom supply fund expenditures by teachers and support personnel.

Effective date is July 1, 2013.
