Requires all Mississippi school districts to provide "family dynamics" (formerly home economics) education to students in grades 7-9 by September 1, 2014, lowering it from the previous requirement of grades 10-12

Expands required coursework to include birth to age three development, financial management and household finances, teen pregnancy prevention, responsible parenting, and family living skills

Mandates curriculum coordination with national Family Career and Community Leaders of America (FCCLA) programs, covering topics such as crisis management, civic responsibility, healthy living, housing decisions, and career planning

Requires state funding for the program to be included in the adequate education appropriation beginning with the 2014-2015 fiscal year, with a line item to employ at least one instructor in each school district

Allows instructors to use abstinence-only or abstinence-plus education curriculum components to satisfy teen pregnancy prevention instruction requirements
