Amends Mississippi Medicaid law to add a new eligibility category for individuals under 65 years old who are not pregnant, not enrolled in Medicare, and whose income does not exceed 133% of the federal poverty level.

Eligible individuals under the new category receive benchmark coverage or benchmark equivalent coverage as defined under the federal Social Security Act.

Division of Medicaid must determine eligibility for individuals covered under this provision.

Effective January 1, 2014.
