Amends Mississippi Code Section 63-7-11 to require vehicles operated on public roads, streets, or highways to operate front and rear lamps during sunset to sunrise and whenever precipitation or other conditions necessitate windshield wiper use.

Prohibits vehicle operators from using only parking lights or auxiliary driving lamps during times when full front and rear lamps are required by law.

Establishes a misdemeanor violation with a fine of not more than $25.00 for operators who violate the headlight requirements.

Takes effect July 1, 2013.
