Requires the Mississippi accountability and transparency website to include a clear, detailed description of bond purposes, project status reports, and principal and interest payment status reports for expenditures involving bond proceeds, effective July 1, 2014.

Expands website disclosure requirements to include budget program or activity, expected performance outcomes, and links to state audits or reports related to expenditures or recipients.

Requires agencies to provide data to the Department of Finance and Administration within 14 days of each expenditure, and the website must be updated within 14 days of receiving agency data.

Changes reference from "State Board for Community and Junior Colleges (SBCJC)" to "Mississippi Community College Board" throughout the statute.

Brings forward Section 27-104-153 (definitions for the Accountability and Transparency Act) for possible future amendment.
