Clarifies that the Mississippi Telephone Solicitation Act protects consumers such as the elderly and those living at or below poverty level who maintain phone service primarily for emergency medical situations.

Restricts telephone solicitations to between 2:00 p.m. and 4:00 p.m. Central Standard Time, with no solicitations permitted on Sundays.

Prohibits telephone solicitors from using automated dialing systems or recorded voice messages when soliciting consumers.

Requires that if a consumer does not answer or return a solicitation call, the solicitor is prohibited from calling that consumer in the future, except for consumers with established business relationships.

Prohibits telephone solicitors from entering or knowingly placing calls with false information in caller identification services with intent to deceive, defraud, or mislead consumers.
