Requires DUI offenders to operate only vehicles equipped with ignition-interlock devices; creates ignition-interlock-restricted driver's license with $50 fee.

First offense: 90-day license suspension plus 90 days on ignition-interlock-restricted license; removes hardship license provisions.

Second offense within 5 years: 45-day suspension plus 1 year on ignition-interlock-restricted license; minimum 5 days jail and 10 days community service not subject to suspension or reduction.

Third offense within 5 years: felony conviction with 1-5 years imprisonment and 2-year license suspension followed by 3 years on ignition-interlock-restricted license.

Establishes Ignition-Interlock Device Fund from fees paid by offenders and nonadjudicated persons; allows first-time offenders to seek nonadjudication or expunction if blood alcohol below .16% and breath test not refused.
