Creates the Mississippi Interagency Council on Homelessness to establish, develop and implement a plan to reduce homelessness with focus on homeless children, youth, families, individuals and veterans.

Council must annually report to the Governor, House of Representatives, Senate and public on progress toward meeting its goals and objectives.

Council composed of 17 members including representatives from the Governor's office, state departments (Health and Human Services, Mental Health, Education, Development Authority), legislative committees, homeless advocacy organizations, shelter directors, a homeless youth, and veterans affairs.

Council members serve without compensation; council operates without state appropriated funds but may accept grants from public or private sources.

Appointments must be made within 30 days of the act's effective date; council shall organize and select a chairperson and vice chairperson within 15 days thereafter.
