Amends Mississippi Code Section 31-7-13 to allow Certified Purchasing Offices to consider whether a bidder has a local office and inventory located within the governing authority when determining the best value bid for purchases.

Adds "a bidder having a local office and inventory located within the governing authority" as a factor that may be included in best value calculations, alongside existing factors like life-cycle costing, warranties, and documented previous experience.

Applies only to Certified Purchasing Offices using best value procurement procedures and does not change lowest bid requirements for other purchasing entities.

Effective July 1, 2013.
