Creates Section 25-61-11.1 to exempt names, home addresses, telephone numbers, and other private information of weapon permit holders from the Mississippi Public Records Act of 1983.

Amends Section 45-9-101 to specify that Department of Public Safety records relating to concealed carry license applications and holders are exempt from public records requirements and released only by court order.

Establishes concealed carry licensing procedures requiring applicants to be 21+ years old, state residents for 12+ months, pass background checks, and submit $100 nonrefundable fee; licenses valid for 5 years.

Sets eligibility criteria disqualifying applicants with felony convictions, mental health commitments, substance abuse history, domestic violence convictions, or federal firearm prohibitions.

Prohibits licensed permit holders from carrying weapons in courthouses, schools, airports, establishments serving alcohol, government buildings, places of worship, and other specified locations.
