Amends Mississippi Code Section 31-11-35 to modify requirements for rating systems used in state-funded building projects.

Prohibits rating systems from excluding certificate credits for forest products certified by the Sustainable Forestry Initiative, Forest Stewardship Council, or the American Tree Farm System.

Applies to major facility projects defined as state-funded new construction larger than 5,000 gross square feet (as of January 1, 2012) or renovations exceeding 50% of facility replacement value.

Requires the Department of Finance and Administration to designate rating systems meeting these criteria and may establish its own rating system.

Takes effect July 1, 2013.
