Creates "Erin's Law" establishing an 8-member task force to develop and implement curriculum for sexual abuse prevention in Mississippi schools.

Requires the task force to adopt evidence-based curriculum for kindergarten through Grade 5 by January 1, 2015, including at least four programs annually with active student participation, professional training for school personnel, and parental involvement components.

Mandates all school districts implement the curriculum beginning in the 2015-2016 school year, with option for districts to adopt alternative approved curricula at their own expense; allows parents to opt out of instruction via written notice.

Requires each school district superintendent and principal to designate personnel responsible for compliance; directs the Children's Justice Center to report non-compliant districts to the State Department of Education and Legislature annually starting January 1, 2016.

Amends Section 97-5-23 to clarify that a second or subsequent conviction for gratification of lust includes any prior conviction for sexual offenses involving children or handling of vulnerable persons under state or federal law, with punishment of up to 20 years imprisonment with minimum one-half time served.
