Amends Section 29-5-77 of Mississippi Code to authorize the Department of Finance and Administration (DFA) and Department of Agriculture to enter into a contract granting DFA jurisdiction to enforce all state laws on the Mississippi State Fairgrounds property.

Expands DFA enforcement authority to include the State Fairgrounds bounded by High Street, Jefferson Street, Greymont Street and Pearl Street in Jackson, Hinds County, in addition to existing properties at 121 North Jefferson Street and the Farmer's Market Building.

DFA shall provide regular vehicle patrols and respond to security system alarms at these properties rather than posting permanent security personnel on-site.

Preserves existing DFA law enforcement authority over the Capitol complex, Court of Appeals Building, Department of Transportation Building, and Public Employees' Retirement System Building.
