Repeals sections 63-13-1 through 63-13-29 of Mississippi Code of 1972, which established annual safety inspections of motor vehicles and issuance of inspection certificates, effective July 1, 2013.

Amends section 63-7-59 to remove references to motor vehicle inspection certificates and labels related to window tinting compliance that were previously issued by inspection stations.

Eliminates the requirement for inspection stations to issue labels certifying window tinting compliance and the $5.00 fee ($2.00 retained by station, $3.00 to Department of Public Safety) for conducting light transmittance tests.

Retains medical exemption certificates for window tinting issued by county tax collectors for persons with sun-sensitive medical conditions, issued free of charge upon physician certification.

Maintains prohibitions on windshield obstructions and window tinting that do not meet 28% light transmittance requirements, with enforcement limited to Mississippi Department of Public Safety officers and municipal law enforcement in cities with populations over 2,000.
