Includes justice court judges under the "Nonpartisan Judicial Election Act" by adding them to the definition of "judicial office" in Section 23-15-975.

Establishes a $15.00 filing fee for justice court judge candidates, the same amount as county court judges and family court judges, to be paid to the circuit clerk of the proper county.

Removes justice court judges from party nomination processes by deleting them from Section 23-15-297, which lists offices requiring payment for primary election entry.

Requires the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
