Increases the sheriff's fee for serving notice of tax sale on the record owner of property from $4.00 to $25.00 per service.

Increases the sheriff's fee for serving a second notice of tax sale from $4.00 to $25.00.

Allows increased fees to be taxed against the property owner if the property is redeemed, or against the purchaser if the property is not redeemed.

Requires the Attorney General of Mississippi to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for Voting Rights Act compliance.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended.
