Exempts firearms, firearm accessories, and ammunition manufactured and retained within Mississippi from federal regulation under the Commerce Clause, declaring they have not traveled in interstate commerce.

Applies only to items manufactured in Mississippi from basic materials without significant parts imported from other states; generic parts like springs and screws may be imported without affecting the exemption.

Excludes from the exemption: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, explosive ammunition, and non-shotgun firearms that discharge multiple projectiles with one trigger activation.

Requires all firearms manufactured or sold in Mississippi to have "Made in Mississippi" clearly stamped on a central metallic part such as the receiver or frame.

Effective date: July 1, 2013.
