Authorizes Mississippi State University Extension Service divisions to assign wireless communication devices to faculty members and extension service agents after a director provides a written statement certifying the need and purpose for the device.

Prohibits personal use of assigned wireless communication devices except when such use does not incur additional charges or fees.

Requires directors to obtain periodic detailed billing of wireless services and review usage to ensure compliance with the law.

Prohibits use of state-appropriated funds to pay for acquisition or use of wireless communication devices issued under this section.

Exempts MSU Extension Service, Agricultural and Forestry Experiment Station, Forestry and Wildlife Research Center, and College of Veterinary Medicine from requirements imposed by the Mississippi Department of Information Technology regarding wireless communication device procurement and policies, effective July 1, 2013.
