Removes the June 30, 2014 expiration date on the maximum aggregate amount of loans available under the Emerging Crops Fund, making the loan program permanent rather than temporary.

Maintains the Mississippi Development Authority's authority to administer various loan and grant programs for agribusiness, minority business enterprises, small farms, and other agricultural entities from the Emerging Crops Fund.

Preserves existing loan limits for specific programs, including $400,000 maximum per agribusiness under subsection (3) and $250,000 maximum per borrower for minority business loans under subsection (4).

Effective date of July 1, 2013 for the removal of the repealer on the fund's maximum aggregate loan amounts.
